If you are still unclear of the context, the EU has created the Import One Stop Shop (IOSS) with the intention that online merchants fulfill their e-commerce obligations with VAT on distance sales of less than 150 Euros.
This means that if you are not based in the EU you will need to enlist the help of an IOSS representative such as CBIT to handle your IOSS entries and compliance with the new rules.
Retailers will be able to collect VAT on sales made by their customers (of low value), and report it to the carriers so that they can inform customs when the goods are imported into the EU.
